Chances are both are cheap chinese 3cr13 steel, but only one is polished and ready to go. I don't have them myself, though I might get them as an introduction to french style, but I have heard nothing but good things from the people here. Another good option is the cheaper kevin lee french irons, you can get a 2+5 for about 40 dollars.
